Shoreline protection in municipalities is best achieved through appropriate land use planning tools. In Ontario, the community planning permit system (CPPS) is a land use planning tool that municipalities can use for environmental protection. My experience with this tool will demonstrate how municipalities can achieve an appropriate balance between natural shorelines and physical structures. Melissa Markham is a professional planner with experience in shoreline protection policies. She was the Director of Planning for the Township of Lake of Bays for almost 5 years. Lake of Bays uses the CPPS and was one of the first municipalities to implement this system for waterfront development. Prior to this position, she worked in the GTA for both municipal and private offices. Melissa has experience with zoning by-laws and most recently worked on a Community Planning Permit By-law that will be implemented to protect vegetation across an entire municipality.
